About this opportunity
The Air Force Research Laboratory (AFRL) is seeking to upgrade an existing but non-functional Tsunami laser system through a sole-source procurement under FAR Part 12 and 13 procedures. The upgrade includes three main components: a UHG series pulse selector with specific technical requirements including 680-1080 nm wavelength capability and up to 40 MHz repetition rate, a Millenia EV 15 532 nm CW pump laser with 15W average power, and specific Tsunami parts including proprietary power supplies and circuit board assemblies that must be original manufacturer components. The government intends to award this contract solely to Newport/Spectra Physics based on their determination that only the original manufacturer possesses the proprietary technology and technical knowledge required to perform these specialized repairs and upgrades. While this is a pre-solicitation notice and not a request for quotation, interested parties may submit capability statements demonstrating clear and convincing evidence that competition would benefit the government. All responses must be submitted by August 20, 2025, to brooke.mcdonald@us.af.mil, with the government anticipating an award date on or before September 30, 2025.
This procurement does not utilize any small business set-aside designations despite falling under NAICS code 334516 with a small business size standard of 1,000 employees. Newport/Spectra Physics, located at 1791 Deere Avenue, Irvine, CA 92606, has been identified as the sole-source provider due to their proprietary ownership of the Tsunami laser technology and exclusive access to required replacement parts. The contract requires delivery and installation of specific quantity-one items including the pulse selector, pump laser, and three distinct circuit board assemblies identified by precise part numbers that cannot be substituted with alternative components. The upgrade includes a two-year full system warranty and must ensure compatibility with the existing Tsunami laser system to support AFRL's quantum network research objectives. The government has emphasized that failure to use the original manufacturer could result in delays to critical research goals and compromise the facility's ability to build quantum networks.
Notice text
This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Products and Commercial Services and FAR Part 13 Simplified Acquisition Procedures. Notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334516 with a small business size standard of 1,000 employees.
AFRL requires an upgrade to an existing but non-functional laser system including the following updates/repairs:
UHG series pulse selector, QTY-1

-delivery of and installation of 0129-8817S FRU:PCB ASSY,J40/J80 CNTRL BD in Tsunami laser. Other Control boards are not accepted.
The Government intends to negotiate a sole-source award for this requirement with Newport/Spectra Physics, 1791 Deere Avenue, Irvine, CA 92606
The Government has determined that other companies’ cannot upgrade Newport/Spectra Physics manufactured equipment due to the proprietary technology and parts. No other manufacturer provides an identical system or has the technical knowledge to perform the required repairs, updates and changes to the laser system as required. If this system is not repaired by Newport/Spectra Physics, there is a risk for delays in AFRL research goals and cannot build quantum networks. For these reasons, the Government has determined Newport/Spectra Physics to be the sole-source provider of the required upgrade to the Tsunami Laser system.
This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to brooke.mcdonald@us.af.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 September 2025.
A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
