About this opportunity
The Drug Enforcement Administration (DEA) has issued a Notice of Intent to award a sole source purchase order to Thermo Scientific Portable Analytical Instruments of New York for specialized narcotics analysis equipment. The procurement includes one TruNarc Delta narcotics analyzer (P/N: 800-07051-01) and one TruNarc Solution Kit Type H2 (P/N: 810-03251-01) for field testing of suspected controlled substances. This acquisition will be conducted under FAR Part 13 Simplified Acquisition Procedures as a sole source procurement justified under FAR 6.302-1(c). The DEA has determined that only the specified TruNarc Delta model can meet their operational requirements for safely identifying over 1,200 substances including emerging threats without opening packages. The notice explicitly states this is not a request for competitive quotations, though the agency has conducted market research with multiple vendors.
The primary purpose of this acquisition is to provide DEA field agents with advanced analytical capabilities to safely test suspected controlled substances in the field environment. Interested parties who believe they can meet the requirements must submit written responses to Robert Radke at robert.j.radke@dea.gov by August 12, 2025 at 2:00 PM EST, referencing number D-25-SF-0110. The government emphasizes that responses will be used solely to determine whether to conduct a competitive procurement instead of the planned sole source award. No specific eligibility criteria are outlined, but respondents must demonstrate their ability to provide the exact products and services specified. The government reserves the right to use submitted information for any legally appropriate purpose and maintains full discretion over whether to proceed with the proposed sole source acquisition or pursue alternative procurement strategies based on received responses.
