About this opportunity
This Limited / Sole Source Justification Notice was published by the National Aeronautics and Space Administration (NASA) Marshall Space Flight Center (MSFC) for the Tropospheric Emissions: Monitoring of Pollution (TEMPO) Near Real Time (NRT) Solutions procurement. The justification provides the rationale for awarding a sole-source contract to the Smithsonian Astrophysical Observatory (SAO) to develop low-latency retrieval products from the baseline TEMPO Level 0 and Level 1 data stream. The one-to-three-hour turnaround time for these NRT products is required to support high-priority objectives of agencies such as the EPA and NOAA. SAO is the only entity with access to the TEMPO Level 0 data and the expertise to develop the necessary algorithms, making them the sole capable source. The estimated two-year, $2.5 million effort will commence in FY2024.
