About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) Aircraft Operations Center is procuring Tronair brand aircraft jacks and manifold kits for their Gulfstream aircraft maintenance operations. The solicitation seeks four 30-ton tripod jacks, four 12-ton tripod jacks, and two manifold air kits, with Tronair specified as the required brand due to its compatibility with Gulfstream aircraft and unique air manifold capabilities that allow simultaneous operation of wing jacks using shop air. The procurement will be awarded as a firm fixed-price contract using the Lowest Price Technically Acceptable (LPTA) evaluation method, with delivery required within 30 days after receipt of order. Contractors must submit detailed quotes including technical descriptions and compliance statements, with all questions due by 12:00 AM Eastern on July 3rd, 2025, and quotes due electronically by 12:00 AM Eastern on July 7th, 2025. The anticipated award date is July 30th, 2025, and offerors must be registered in the SAM database to be considered for award.

This procurement is designated as a 100% small business set-aside under NAICS code 336413 (Other Aircraft Parts & Auxiliary Equipment Manufacturing) with a size standard of 1,250 employees. No incumbent contractors are specifically mentioned in the solicitation, though Tronair is identified as the most recognized and commonly used jack manufacturer for Gulfstream aircraft. While no specific contract value is disclosed, the procurement involves acquiring eight total aircraft jacks and two manifold kits with FOB destination terms. The goods will be delivered to the Wes Crouch Aircraft Operations Center located at 3450 Flightline Drive in Lakeland, Florida. The 30-day delivery timeline reflects NOAA's operational requirements for maintaining their aircraft fleet, with the manifold kits specifically valued for their time and resource-saving capabilities during aircraft maintenance operations.

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH

THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.

Brand Name: Tronair is the most recognized jack for the Gulfstream aircraft and is recommended by Gulfstream in the technical manuals. The one feature of the 30 ton jack we are requesting is the capability to use an air manifold kit that other jacks cannot provide. The manifold kit allows the mechanics to use shop air to raise both wing jacks simultaneously to keep the aircraft level versus individual jacks being hand pumped by personnel. Manifolding the jacks saves time and resources when raising the aircraft. Since the Tronair jack is the most common jack, servicing, maintenance, and parts are readily available and any GSE service company can work on them.

This synopsis/solicitation 1333MK25Q0095 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2025-04
