About this opportunity
The Naval Air Systems Command (NAVAIR) at Patuxent River, MD intends to issue a sole source contract modification to Northrop Grumman Systems Corporation (NGSC) for Quarterly Firmware and Software Upgrades to High Assurance Internet Protocol Encryptors (HAIPEs) supporting the Triton MQ-4C Unmanned Aircraft Systems (UAS). The modification will be added to the existing Sustaining Engineering and Support (SES) IV Contract N0001924C0005 and structured as a Cost-Plus-Fixed-Fee (CPFF) contract. NAVAIR is pursuing this modification under 10 U.S.C. 3204(a)(l) and FAR Subpart 6.302-1, which allows for sole source procurement when only one responsible source can satisfy agency requirements. The justification centers on NGSC being the sole designer, manufacturer, and integrator of the Triton air vehicles and ground stations, possessing unique technical knowledge critical to the project's success. Interested parties may submit capability statements by email to Megan Ryce and Suresh Jafar by the response deadline of May 29, 2025.
There are no specific set-aside designations for this contract opportunity, and the procurement is categorized under NAICS code 541990 for Professional, Scientific, and Technical Services. The contract will focus on a specific Product Service Code (J015) for maintenance, repair, and rebuilding of aircraft equipment. While no specific award value is disclosed, the modification represents an extension of ongoing engineering support for the Triton UAS program. The quarterly firmware and software upgrades suggest a recurring service requirement with potential long-term strategic importance for naval unmanned aerial systems. No competitive proposals are being solicited, and the government retains full discretion in determining the procurement approach. Potential subcontracting opportunities should be pursued directly with Northrop Grumman Systems Corporation.
Notice text
The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to issue a modification to the existing Sustaining Engineering and Support (SES) IV Contract, N0001924C0005, on a sole source basis to Northrop Grumman Systems Corporation (NGSC). The anticipated Cost-Plus-Fixed-Fee (CPFF) contract modification is for Quarterly Firmware and Software Upgrades to HAIPEs (High Assurance Internet Protocol Encryptors) to support the Triton MQ-4C Unmanned Aircraft Systems (UAS).

NGSC is the sole designer, developer, manufacturer, integrator, and producer of the MQ-4C Triton air vehicles and ground stations. Therefore, NGSC is the only source with the requisite knowledge of the Triton design, operation, and maintenance to successfully provide the necessary FSRs, engineering, systems integration, and sustainment support.
