About this opportunity
The Federal Bureau of Investigation (FBI) has issued a Special Notice announcing its intent to negotiate a sole source, firm-fixed-price service contract with Agilent Technologies Inc. for Lifetime Support Plans covering previously purchased laboratory equipment. Specifically, the contract pertains to Triple Quadrupole LC/MS Crosslab Silver Support Plans for the FBI Laboratory Division. The notice is being distributed exclusively through SAM.gov and relates to maintaining service contracts for analytical laboratory instruments critical to the FBI's explosives materials characterization and synthesis processes. The equipment in question was originally purchased from Agilent Technologies and requires manufacturer-specific service to maintain operational integrity and warranty conditions.
The primary objective of this Special Notice is to renew service contracts for existing Agilent Technologies equipment, with the FBI determining that only Agilent service engineers can adequately maintain and troubleshoot these specialized instruments. Contractors interested in responding must be registered in SAM and submit capability statements or quotes to the Contract Specialist, Travis Haefler, by email at thaefler@fbi.gov before the 05:00 PM EST deadline on January 20, 2025. While the notice indicates a sole source procurement under FAR 6.302-1, it allows all responsible sources to submit capability statements for consideration. Eligibility requires vendors to have current and accurate SAM registration, including updated TIN, EFT, DUNS, addresses, and contact information. The FBI emphasizes that any information received will be used solely to determine whether to conduct a competitive procurement, and the final decision remains entirely at the government's discretion.

Triple Quadrupole LC/MS Crosslab Silver Support Plan
REQ- 15F06725F000103
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a sole source, firm-fixed-price service contract with AGILENT TECHNOLOGIES INC. for Lifetime Support Plans to cover equipment already purchased.
The FBI Laboratory Division requires that the Support Plans be renewed in order to maintain the already purchased systems. The systems to remain under service contract are currently under service contract by the manufacturer, Agilent Technologies. To avoid potentially voiding that service contract, a certified service engineer from the manufacturer must perform service on the instruments. These contracts are required to maintain timely characterization and synthesis of explosives materials. The ability to ensure materials meet the requirements agreed upon with joint partners can only be provided with the specific equipment purchased from Agilent Technologies on previous purchase orders. Agilent Technologies was the only equipment that met the specific needs of the TIEDS unit Agilent Technologies service engineers are uniquely qualified to troubleshoot and resolve problems experienced by the instruments under contract. Additionally, the contract services assist in teaching TIEDS staff about identifying such problems in the future to expedite repair. Agilent Technologies service engineers have access to the necessary consumables and instrument parts to replace any malfunctioning component on an instrument in a timely fashion with the specific and necessary parts.
