About this opportunity

The Defense Health Agency (DHA) has issued a Request for Information (RFI) for the next generation TRICARE Pharmacy Program (TPharm) contract. This Special Notice, posted on December 16, 2025, represents the initial phase of market research and acquisition planning for a significant healthcare services contract. The RFI is not a formal solicitation and does not constitute a commitment by the Government to issue a contract or accept any proposals. Responses will be used exclusively for market research purposes to inform the development of requirements and program design. The DHA emphasizes that no costs associated with responding will be reimbursed and that responses may be subject to release under the Freedom of Information Act unless appropriately marked as confidential.

The primary objective of this RFI is to gather industry feedback on the design and implementation of pharmacy benefit administration services for approximately 9.6 million beneficiaries, including active-duty personnel, retirees, and their dependents. Interested vendors must submit responses by January 30, 2026, and are required to complete an online capability survey along with a 10-page written response addressing six key areas: pharmacy benefit administration services, mail order pharmacy fulfillment, specialty pharmacy programs, management controls, preferred procurement methods, and operational barriers. While no specific eligibility restrictions are stated in the notice, participation is open to qualified pharmacy benefit administrators and related service providers. The program encompasses multiple service delivery channels including military treatment facilities, retail network pharmacies, and the TRICARE Mail Order Pharmacy, and operates under a replenishment model where the contractor maintains base inventory with replacements supplied by the DLA's National Prime Vendor. The Government is exploring potential multi-award contract structures based on regions or task areas, and further clarification opportunities will be available during the formal RFP stage.

The DHA, at its discretion, may request respondents to elaborate on information in their written response in writing or through other means. Respondents will not be notified of any results derived from a review of the information provided.

Interested parties will have opportunity to seek clarification from the Government for any remaining questions, particularly those pertaining to evaluation criteria, incentives, or contract requirements, at the final RFP stage.

All responses must be provided via email to dha.buckley.ad-spt-cae.mbx.tpharm6@health.mil by January 30, 2026 12:00 pm MST.
