About this opportunity
The 48th Contracting Squadron at RAF Lakenheath, United Kingdom, issued a Special Notice seeking market feedback and sources from companies capable of providing mobile phone services for the United States Visiting Forces (USVF) in the Tri-Base area, with responses due November 16, 2026. The requirement covers mobile devices and data plans or SIM cards for official purposes at RAF Lakenheath, RAF Mildenhall, and RAF Feltwell, with approximately 750 service packages anticipated. USVF will select from multiple packages on a month-to-month rolling basis. Purchases will run through an established ordering system, with multiple government purchase card holders authorized to order under an ordering guide provided at time of award.
The notice cites frequent dead zones and inconsistent coverage on and around installations. The government asks whether respondents can provide handsets that connect directly to satellites outside terrestrial coverage, how effective that approach would be, and what other solutions respondents offer for connectivity and coverage gaps. The applicable NAICS code is 517112, and the PSC is DG11.
