About this opportunity
The U.S. Army Corps of Engineers (USACE), Pittsburgh District, is conducting market research to establish a multiple-award Blanket Purchase Agreement (BPA) for tree removal and related landscaping services throughout its Area of Responsibility. The procurement will support both emergency and non-emergency tree removal requirements at various Government-owned and Government-managed facilities and project sites, with services including tree felling, limbing, chipping, debris hauling, stump grinding, site cleanup, and compliance with OSHA and environmental regulations. Qualified small business concerns are being sought as potential vendors for this on-call requirement, which will be classified under NAICS 561730 (Landscaping Services) and PSC S208 (Landscaping and Grounds Maintenance Services). Work will be ordered through firm-fixed-price BPA calls based on unit rates or task-specific pricing as identified in each individual call. The pre-solicitation notice was posted on December 29, 2025, with a due date of January 5, 2026, and this notice serves for informational and planning purposes only, without constituting a formal solicitation or commitment from the Government.
This procurement is designated as a Total Small Business set-aside, with the SBA size standard for Landscaping Services set at $9.5 million in annual receipts. No incumbent contractors or current award values are identified in this pre-solicitation notice, as the Government is still in the market research phase. The anticipated BPA ordering period will not exceed five years, providing a multi-year on-call contract vehicle for recurring tree removal and landscaping services. Vendors must demonstrate capability to support multiple locations throughout the USACE Pittsburgh District Area of Responsibility, with no specific geographic subdivisions anticipated, meaning selected contractors should be prepared to respond to service requests across the entire district. The lack of specified quantity or budget details reflects the nature of on-call BPA agreements, where actual work volume and costs will depend on the Government's demand for services over the contract period.
