About this opportunity
The U.S. Department of State, through the American Embassy in Bucharest, is soliciting quotations for specialized parking lot surface treatment, repairs, and repainting services under Request for Quotation 19R01026Q0004. The scope of work includes asphaltic surface improvement treatment, crack and fissure sealing, trench drain system repairs, and repainting of parking lot markings across multiple parking facilities. The government will award a firm-fixed-price contract to the lowest-priced, acceptable, responsible quoter without discussions unless deemed necessary. Contractors must demonstrate English language capability, an established business presence in Romania (or plans to establish within 30 days), prior construction experience with references, all required local licenses and permits, compliance with local insurance requirements, and a clean criminal record. Quotations are due by April 2, 2026 at 16:00 hours local time and must include completed SF-1442 forms, detailed pricing breakdowns in Romanian Lei with 21 percent Value Added Tax as a separate line item, performance schedules in bar chart format, and business management/technical proposals documenting company experience and past performance.
This is not a set-aside contract and does not name any incumbent contractors. The anticipated contract value ranges from $25,000 to $100,000 on a firm-fixed-price basis payable entirely in Romanian Leu with no adjustments for material, labor, or currency fluctuations. The work encompasses approximately 3,150 square meters of asphalted parking surface at the embassy's ground level, upper deck, and ramps, plus 325 additional square meters at the M-CAC Visitor's Parking facility, with 675 meters of parking spot marking lines to be repainted and 25 meters of trench drains to be repaired. The contractor must commence performance within 10 calendar days of award and complete all work within 42 calendar days, with performance and payment security requirements of 20 percent during performance and 10 percent during the one-year guaranty period. A pre-quotation conference is scheduled for March 16, 2026 at 10:00 hours at the U.S. Embassy in Bucharest, Romania, which is the sole location of performance.
