About this opportunity
The U.S. Department of Agriculture Forest Service is seeking pest control services for the application of Carbaryl, a contact insecticide, to 1,001 individual coast live oak trees across eight administrative and developed recreation sites in the Cleveland National Forest's Trabuco Ranger District. The contractor must apply the insecticide to the main stem and large lateral branches of trees greater than 13.6 inches in diameter at breast height, with all target trees pre-identified and marked by Forest Service personnel. Key requirements include holding a California Qualified Applicator License, following strict environmental protection guidelines, and conducting applications only under specific weather conditions when surface water is present at each site. The government will evaluate contractors based on their experience questionnaire responses, which assess qualifications, past performance, technical approach, employee availability, and current contractual commitments. Critical dates include a questions deadline of September 10, 2025, and a quote submission deadline of September 18, 2025, at 12:00 PM Pacific Time.
This opportunity is designated as a 100% small business set-aside with a size standard of $11.5 million for businesses classified under NAICS code 115310 (Support Activities for Forestry). No current incumbents or potential award values are specified in the solicitation documents. The contract spans a two-year performance period from April 1, 2026, to August 1, 2027, with work conducted annually between April 1 and August 1, dependent on surface water conditions at each location. The 1,001 designated oak trees are distributed across multiple sites including Blue Jay Campground, Falcon Group Campground, El Cariso Campground, and the Wildland Firefighter Memorial, all located adjacent to Ortega Highway west of Lake Elsinore. Performance will take place in Eastern Orange and Western Riverside Counties, California, with the Forest Service intending to award a single contract covering all listed items and requiring contractors to submit pricing for each component or risk rejection.
