About this opportunity

The U.S. Embassy in Mexico City is seeking a contractor for comprehensive trash collection and disposal services across two locations in Mexico City. The Department of State has issued a pre-solicitation notice for trash collection services involving multiple service types, including five-day-per-week office building waste removal, three-day warehouse waste collection, and periodic industrial and construction debris removal. Prospective contractors must demonstrate expertise in waste management, comply with local and federal Mexican regulations, and maintain high-quality service standards. Bidders will be evaluated based on technical qualifications, financial responsibility, and ability to meet specific requirements such as understanding written and spoken English, possessing necessary licenses and permits, and having established business infrastructure. All contractors must be registered in the System for Award Management (SAM) and will be expected to meet comprehensive criteria including having appropriate personnel, equipment, financial resources, and no adverse criminal records.

The pre-solicitation does not indicate any specific set-aside designations for the contract. The contract will have an initial performance period of 12 months with a potential three-year renewal option, bringing the total contract duration to potentially three years. The waste collection volumes are estimated at approximately 50 cubic meters per week for the office location and 3 cubic meters (4 tons) per service for the warehouse location. Fifteen additional services per year are planned for industrial and construction debris removal, with each service requiring a minimum 3-cubic-meter container. While no specific award value is mentioned, the contract will involve individual task orders issued for stated services at designated rates. Contractors will need to demonstrate the ability to obtain performance bonds, meet local insurance requirements, and provide evidence of technical competence in waste management services.
