About this opportunity
The Defense Logistics Agency Aviation is soliciting proposals for a Liquid Transmitter under Emergency Acquisition Flexibilities provisions. Award will be made to the lowest-priced, technically acceptable proposal from an approved source, with past performance evaluated at an acceptable level as documented in SPRS-FAPIIS. Offerors must be government-approved sources of supply for this part, and any distributors representing approved sources must submit an authorized distributor letter on the source's letterhead at time of proposal submission; failure to provide this documentation will render proposals non-responsive and ineligible for award. The evaluation will emphasize compliance with Buy American and Free Trade Agreements provisions, equal opportunity requirements for veterans and workers with disabilities, and recovery of material content for EPA designated products. The solicitation deadline is February 26, 2026, with the contract officer identified as Loraine Smith, who can be reached at 445-737-4000, 215-459-1450, or LORAINE.SMITH@DLA.MIL.
This solicitation carries no set-aside designations and was posted on August 11, 2025. An amendment increased the total quantity required from 9 units to 19 units, with additional clause revisions and requirements incorporated as outlined in the amendment. The procurement falls under NAICS category 334514 (Totalizing Fluid Meter and Counting Device Manufacturing) and PSC 6680 (Liquid and Gas Flow, Liquid Level, and Mechanical Motion Measuring Instruments). Payment will be processed through Wide Area Workflow utilizing a 2:1 combo arrangement under the SPRPA1 mechanism. While specific award value or budget information is not explicitly stated in the solicitation notice, the quantity change and emergency acquisition authority indicate potential expedited procurement and delivery requirements for this defense logistics support need.
