About this opportunity

The Defense Logistics Agency Land and Maritime is seeking a transmission system for the All Terrain Crane (ATC), Type II Heavy, which is a critical piece of equipment for Engineer organizations. The procurement focuses on a transmission component that supports crane operations with specific functional capabilities, including a lift capacity of 100,000 pounds and the ability to operate on various terrains at speeds up to 40 MPH on roads and 15 MPH cross-country. The ATC, Type II (HVY) is designed to support multiple mission-critical tasks such as overhead lifting, container operations, pile driving, and protective barrier placement. The pre-solicitation notice was posted on April 8, 2025, with responses due by April 24, 2025, indicating a relatively short response window for potential contractors. While specific evaluation criteria are not explicitly detailed in the notice, contractors will likely be assessed on their ability to meet the precise technical specifications for mechanical power transmission equipment.

The procurement is not designated with a specific set-aside, which means it is open to a broad range of potential contractors within the Mechanical Power Transmission Equipment Manufacturing sector (NAICS 333613). The contract appears focused on a specific Product Service Code (2520) for vehicular power transmission components, suggesting a specialized procurement targeting manufacturers with advanced engineering capabilities. No specific award value or budget range is indicated in the pre-solicitation notice, nor are any incumbent contractors mentioned. The transmission system is uniquely positioned as the only system capable of lifting and placing T-Wall barriers, which may provide a competitive advantage for manufacturers with this specific capability. The procurement represents a potentially significant opportunity for manufacturers of heavy-duty mechanical transmission systems that can meet the rigorous requirements of military engineering equipment.
