About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure a transmission mechanical part with National Stock Number 7R-1680-016668517-V2, with a quantity of 1 unit to be delivered FOB Origin. This pre-solicitation notice indicates a highly specialized procurement requiring engineering source approval from the design control activity, emphasizing the need for unique design capabilities and manufacturing/repair knowledge. The Government intends to solicit and negotiate with only one source under FAR 6.302-1, which means the procurement is not fully competitive. Potential contractors must submit detailed technical data and source approval information according to NAVSUP Weapon Systems Support Source Approval Information Brochures. All interested sources may identify their capability to respond within 45 days of publication (30 days if under an existing Basic Ordering Agreement), though the Government retains sole discretion in determining competitive procurement.

This procurement is not set aside for any specific business category and does not specify a precise award value. The part is considered flight critical, requiring extensive qualification procedures approved by the cognizant Government engineering activity. Contractors must demonstrate they can meet stringent qualification requirements at the time of award, as outlined in FAR clause 52.209-1. The current solicitation does not utilize FAR Part 12 policies for commercial item acquisition, and interested parties have 15 days to propose commercial item alternatives. The procurement timeline extends until March 28, 2025, providing significant window for potential contractors to prepare and submit comprehensive proposals. Successful offerors must prove their technical capability, manufacturing expertise, and compliance with specific Government engineering standards to be considered for this critical transmission mechanical component.
