The requirement is recurring. Work will be performed outside of court proceedings and includes subject matter expert testimony and on-site, phone, and video-remote interpretation services.
The sole-source justification cites Teneo's six-year track record with the DEA, processing approximately 250 orders across a dozen languages with zero complaints regarding quality, accuracy, formatting, or timeliness. The contractor possesses specialized institutional knowledge including country-specific legal terminology databases, extensive translation memories of previously approved extradition documents, and document formatting protocols calibrated to U.S. Attorney's Office for the Eastern District of Texas requirements. Market research identified competing vendors but determined them to be more expensive, higher in desktop publishing fees, or unfamiliar with EDTX documentation standards. The contracting officer will determine pricing as fair and reasonable before order placement.

The Drug Enforcement Administration (DEA) intends to negotiate a sole source procurement with Teneo Linguistics Company, LLC, 3010 West Park Row Drive, Pantego, TXZ 76013 for language-related translation services.
In accordance with FAR 5.207(c)(16)(ii), vendors that feel they can meet the Government's requirements detailed above may submit a capability statement which shall be considered by the Agency. The Government anticipates the award of a firm fixed-priced (FFP) purchase order. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. In accordance with FAR 13.106-1 (b)(2), the justification is attached with this notice. The acquisition will be conducted through the FAR Part 13 "Simplified Acquisition Procedures." The North American Industry Classification System (NAICS) Code for this requirement is 541930. This notice of intent is not a request for competitive quotation. A Request for Quotation (RFQ) is not available. Closing date for submitting a capability statement is June 25, 2026, at 10:00AM Eastern Standard Time (EST).
