About this opportunity

The U.S. Army Contracting Command - Watervliet Arsenal is conducting a market survey to identify potential manufacturers capable of producing a Transfer Cart for an Induction Furnace system according to Watervliet Arsenal Manufacturing Engineering Work Group Specification #01-22-3424, Revision C. This pre-solicitation notice targets companies operating under NAICS code 332811 (Metal Heat Treating) to assess industry capabilities for manufacturing this specialized industrial equipment intended for the Arsenal's manufacturing operations. The Transfer Cart system must integrate with existing conveyor systems and feature specific performance requirements including an approximately 25.50-foot travel distance capability in 30 seconds, along with comprehensive electrical systems, safety features, and environmental compliance standards. Interested parties are requested to complete a detailed questionnaire covering company information, manufacturing capabilities, SAM registration status, small business certifications, and potential specification concerns, with all responses due by September 15, 2025. This is strictly an information-gathering exercise with no solicitation currently issued and no contract awards to be made from this notice.

This market survey does not include any set-aside designations, making it open to all qualified manufacturers regardless of size or socioeconomic status. No incumbent contractors or current service providers are mentioned in the documentation, suggesting this may be a new requirement or significant equipment upgrade for the Watervliet Arsenal facility. The notice does not specify contract values, budget ranges, or quantities, as this remains in the preliminary market research phase with no authorized or appropriated funding mentioned. The anticipated installation timeline is projected for approximately April 2026, providing insight into the government's planned procurement schedule. The system involves five separate induction furnaces with different sized induction coils and a shuttle conveyor system, indicating a substantial and complex industrial equipment procurement. All information submitted by potential contractors will be held confidentially and reviewed exclusively by ACC-WVA personnel to inform future solicitation development.
