About this opportunity

The United States Transportation Command intends to modify task order HTC71123FD009 with FedTec LLC on a sole-source basis to add a twelve-month option period for continued on-site maintenance and modernization services for the TRANSCOM Reference Data Management (TRDM) system, with award scheduled for July 15, 2026.

The justification cites FAR 16.507-6(b)(2), asserting that only one awardee is capable of providing the required services due to their unique and highly specialized nature. USTRANSCOM argues that award to any other source would result in unacceptable delays in fulfilling the requirement. The original task order was competitively awarded in 2022 as a 100% Small Business set-aside and currently includes a ten-month base period and three one-year options ending September 30, 2026. FedTec maintains TRDM's databases, user interfaces, web services, cybersecurity compliance, cloud migration, and customer service functions supporting Department of War transportation and logistics systems. The contract uses Fixed Price contract line items with a Time and Material contract line item for travel and other direct costs. The TRDM program is entering a critical re-evaluation period as program management transitions from the Command, Control, Communications & Cyber Systems Directorate to the Program Executive Office on October 1, 2026. USTRANSCOM asserts that contractor transition during ongoing modernization initiatives—including metadata grooming, DISA e-ICAM onboarding, web application firewall implementation, and data stewardship of over 1,500 data tables—would create significant operational and security risks. The option period runs October 1, 2026 through September 30, 2027. Place of performance is Scott Air Force Base, Illinois (508 Scott Drive, Scott AFB IL 62225). The Contracting Officer will determine price reasonableness through detailed price analysis.
