This is a Synopsis of Contract Action; this document does NOT constitute a Request for Quotation, Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZIEA will take procurement action in this matter. The Government reserves the right to reject in whole or in part any industry input as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to notify industry of the United States Air Force intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications. The Government also recognizes that proprietary data may be a part of this effort, and cautions that such data be clearly marked "restricted" or "proprietary" data, and present it as an addendum to the non-restricted/non-proprietary information. Please do not request a copy of a solicitation as one does not exist.
This synopsis is for a proposed contract, IAW FAR 5.201(b)(1), for which the Government intends to negotiate with only one source IAW 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."
The Air Force Test Center (AFTC), Edwards AFB intends to award a sole-source Firm-Fixed Price (FFP) contract to Veth Research Associates LLC. The proposed source is the manufacturer and the custom designer. Anticipated award date is 01 Sep, 2019. The NAICS code is 541330.
Requirements:

Work Period 3a, Sept 2019 - Aug 2020
The Contractor shall complete the following on this follow-on effort from the previous Phase II effort. This Phase III Effort includes:


• Integrate Phase III sensor types into TDAS stand-alone processing system
• Design, build, and test real-time TDAS processing mode
• Incorporate precise point positioning (PPP) updates into TDAS processing system
• Develop and integrate Multi-target tracking modes + RELNAV obs
• Enhance and develop code for Real-time incremental solver solution
• Set up, install and test Network GNSS reference integration / NTRIP integration
• Integrate code for Beidou + expanded GNSS constellation ambiguity resolution
• Integrate capability to operate additional IMU + GNSS sensor drivers (e.g., ARDS, GNP-10, CRIIS)
• Develop documentation for Phase III sensors and real-time processing functions


The Government is requesting that interested concerns feeling they can fully support this requirement furnish the following information:
