About this opportunity

The United States Marine Corps is soliciting support services for the Training and Education Command (TECOM) Human Performance Branch, with a response deadline of September 17, 2026—the procurement was amended on September 16, 2026, extending the original April 30 deadline. The procurement is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, a single-award firm fixed price contract.

Place of performance is the United States, primarily at contractor-provided space with government space available as needed. Work will be performed at Marine Corps Base Quantico, Virginia, with meetings conducted at that location or via Microsoft Teams. The incumbent contractor is II Corps Consultants, Inc.

The contract covers a seven-month base period (June 24, 2026, through January 23, 2027) plus four optional 12-month periods extending through January 23, 2031. The scope comprises technical, analytical, and administrative support for development, revision, analysis, and validation of Marine Corps Physical Fitness Programs (MCPFP) and Marine Corps Total Fitness (MCTF) strategy, including physical readiness testing, policy and doctrine development, social media content, and data-driven reporting using AI, Power BI, and Power Automate platforms.

Contractor personnel must be CAC-eligible, meet HSPD-12 requirements, and provide contractor-furnished computers (new HP EliteBook or Dell 5420 models requiring 14 days post-award for MCEN approval). All labor must be performed by U.S.-owned and U.S.-operated contractors; foreign nationals are prohibited. Qualifications include documented experience with human subjects research protocols (CITI certification if conducting surveys), expertise in biomechanics, sports medicine, strength and conditioning, exercise science, and data science. No travel is required; no classified access is required.

Evaluation uses tradeoff analysis across Technical Approach (50 pages, significantly more important), Past Performance (30 pages), and Price. NAICS code is 541611 with a size standard of $24.5 million. Proposals must include a Plan of Action and Milestones brief within 14 business days of award. Performance standards require 95% accuracy with less than 5% rework; unacceptable services are re-accomplished at no additional cost to the government.
