The Marine Corps Training and Education Command (TECOM) has a requirement for technical and professional services support across a wide range of subject areas relating to key educational and planning issues, policy, training, and product development.  The scope of this effort entails technical, analytical, and programmatic support to implement and sustain mission capabilities through execution of critical requirements derived from a comprehensive program capability to incorporate Doctrine, Organization, Training, Material, Leadership and Education, Personnel, and Facilities (DOTMLPF) criteria with evolving measures of performance and effectiveness (MOPs / MOEs).

This requirement will be competed on a restricted basis, allocated as a set-aside for small business concerns with 50% set-aside to SDVOSB and 50% to small business (SB), competed among GSA schedule contractors. The effort will be set aside for contractors who currently hold a General Service Administration Group 00CORP Professional Services Schedule - Category 874.
