The White River National Forest in Glenwood Springs, CO  requires the list of trail bridge supplies listed on Attachment 1 to be furnished and delivered to the McCullough Gulch trail head (See Attachment 2) during the week of July 9 - 13th . The latter part of the week is preferable.  These materials will be used by the USAF Academy engineer students to construct a trail bridge as part of thier summer engineering projects.

1. Active registration in www.sam.gov .


2. Invoicing and payment - www.ipp.gov


3. FAR Part 12 - Commercial Items


4. FAR Part 13 - Simplified Acquisition Procedures


5. Total Small Business set-aside for NAICS 321114. Size Standard: 500 employees


6. Award based upon lowest price and price related technically acceptable. 


Required Actions for Vendors


1. Sign the RFQ form and return along with your prices on Attachment 1. 


2. Include a capabilities narrative, past contract performance list and references. The award will be made on the basis of price and price related factors, but past performance is always a factor to be considered.

Added: Apr 04, 2018 10:34 am The US Forest Service Region 2 AQM Office will soon issue a Request for Quote solicitation for the supplies described below.  We intend to use Simplified Acquisition Procedures to solicit and award one or more purchase order(s) to satisfy this requirement.  This action is a total small business set-aside, but may be further set-aside for a sub-set depending upon the responses received.

The White River National Forest in Glenwood Springs, CO  requires the list of trail bridge supplies listed on Attachment 1 to be furnished and delivered to the McCullough Gulch trail head later this summer. These materials will be used by the USAF Academy engineer students to construct a trail bridge as part of thier summer engineering projects.  Some of the material will be delivered to the USAF Academy in Colorado Springs for pre-assembly work. The list of supplies includes: douglas fir lumber , southern yellow pine lumber, Sills, 35' glulam stringers, diaphragms, decking, posts, quickcrete and various hardware components.

"Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the solicitations closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred." This project is expected to be funded very soon.

1. Active registration in www.sam.gov . Registration is not required for submitting a quote, but will be for the actual award which will occur very soon after.  If you are not registered, now is the time to remedy that. Be advised, SAM registration is taking longer than before due to a new requirements and procedures.  Please do not delay.  If you need assistance with this, please contact the POC for guidance.  Do not pay anyone for this free service.

Planned Contracting Time line:


1. Presolicitation Notice Posted to www.fbo.gov - 4/4/18
2. Interested Vendors email POC with your interest, DUNS, and capabilities and a request for the list of materials.  
3. RFQ Solicitation emailed to interested vendors - 5/1/18
4. Bids Due: 5/10/18
5. Evaluation of Bids and Coordination - 5/13/18
6. Contract Award - 5/16/18  - dependent upon funds availability.
7. Delivery of Supplies - 7/15/18

This is only a pre-solicitation notice not an actual RFQ. Due to the expected value of this award, an actual solicitation may not be posted to FBO. If you are a small business for  NAICS 321114 with a size standard of 500 employees,  please:


1. Review the requirements list and specifications at Attachment 1.

Note: I am currently unable to upload the attachment.  You can request it by emailing the POC.  This list is a draft only at this time and may change.  Some items are somewhat specialized and may not be available from a general supplier. These items may be purchased using other methods if required.

2. Check, register or update your SAM registration

3. Update your capabilities narrative, past contract performance list and references. The award will be made on the basis of price and price related factors, but past performance is always a factor to be considered.

4. Email the POC with your interest, DUNS number, socioeconomic status or any questions you have.
