About this opportunity

Defense Logistics Agency Land and Maritime is soliciting quotes for 48 Plasticade water-filled traffic barriers, with quotes due November 3, 2026. The set-aside is Total Small Business. The Maritime-Puget Sound Contracting Division is issuing the solicitation, with Karl Lindley as contracting officer (karl.lindley@dla.mil).

Place of performance is Bremerton, WA 98314, with delivery to Puget Sound Naval Shipyard IMF (DoDAAC N4523A) by November 27, 2026, FOB destination, on a firm fixed-price basis. The NAICS code is 326199, All Other Plastics Product Manufacturing, and the PSC is 5660.

Each barrier must be white, free-standing MDPE with plain, non-reflective sheeting, an 81-gallon water capacity, and dimensions of 79" L x 17.5" W x 32" H. Units weigh 745 pounds water-filled and 67 pounds empty. Barriers must comply with MUTCD and include connector pins. Brand-name-or-equal offers are permitted, but quotes lacking manufacturer specifications are deemed incomplete. Quotes must identify the manufacturer's name, address, and country of manufacture (Section B, K21) and provide lead time. Packaging and marking follow ASTM D-3951, and item unique identification marking is required. Base access requires DBIDS compliance, badges, and passage through truck inspection stations.

If the awardee must implement NIST SP 800-171, it must hold a current assessment under DFARS 252.204-7019, not more than three years old unless the solicitation specifies a shorter period. COTS items are exempt but must be identified to the contracting officer during the solicitation period. Offerors must complete FAR 52.204-24 and 52.209-11 representations. The attachment summary cites a $500,000 minimum comprehensive general liability requirement.

Evaluation considers technical acceptability, price, and past performance drawn from SPRS. The source states no weighting.

The solicitation text cites a 7 AM deadline of September 28, 2025, which conflicts with the November 3, 2026 due date field and the 12:00 PM November 3 time in the attachment summary. Confirm the deadline with the contracting officer before submitting. Signed and completed solicitations must be emailed with the quote.
