About this opportunity

The U.S. Agency for International Development (USAID) is seeking proposals for a 5-year, $40-45 million cost-plus-fixed-fee contract for a Trade, Investment and Finance (TIF) Activity in the West Bank and Gaza. The goal of the TIF Activity is to increase trade, exports, and GDP and position the Palestinian economy for growth through technical assistance and blended finance. Key objectives include fostering new markets, eliminating trade barriers, increasing investments, and improving access to affordable financial services. USAID will evaluate proposals based on technical approach, management capability, and cost. Proposals are due by June 18, 2024.

The TIF Activity is not set-aside for any particular business size or type. USAID anticipates awarding one contract as a result of this solicitation. The activity will be performed in Ramallah. USAID has provided an Inclusive Growth Diagnostic and a Gender Analysis to inform the TIF Activity, which aims to increase exports by $150 million and attract $100 million in term loan financing. The solicitation also includes requirements related to anti-terrorism vetting and procedures.
