About this opportunity

The Western Area Power Administration (Sierra Nevada Region) is seeking a competitive bid for a critical infrastructure project involving the removal and replacement of 500kV power circuit breakers, motor operated disconnecting switches, and ground switches at the Tracy 500kV Substation in Contra Costa County, California. The Department of Energy will handle this acquisition as an Invitation for Bid (IFB) prepared under Federal Acquisition Regulation (FAR) Subparts 14 and 36, with a planned electronic solicitation release on June 10, 2025. The project involves comprehensive electrical equipment replacement, surface trench installation, and site development for the Central Oregon Transmission Project (COTP) Shunt Capacitor Breaker and Switch Replacement. Bidders must comply with the Buy American Act and specifically identify any non-domestic materials in their proposals. The procurement will be conducted under NAICS code 237130, which has a size standard of $45.0 million.

This opportunity is designated as a 100% Small Business set-aside, targeting smaller contractors capable of executing utility infrastructure improvements. The estimated project magnitude ranges between $1,000,000 and $5,000,000, with a firm-fixed price contract anticipated. Bidders must carefully review FAR Clause 52.225-9 and FAR Provision 52.225-10 regarding domestic material requirements and potential restrictions on non-US manufactured components. The formal solicitation response is due by July 10, 2025, providing potential contractors approximately one month to prepare comprehensive bids. Contractors will need to verify with their suppliers and subcontractors that all proposed materials meet domestic manufacturing standards. The project's technical complexity and specific electrical infrastructure requirements suggest that bidders should have significant experience in high-voltage utility construction and equipment replacement.
