For this solicitation, DHS Federal Emergency Management Agency intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison, Inc. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHS Federal Emergency Management Agency is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.UnisonMarketplace.com. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination.
This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration must be "ACTIVE" at the time of award.

FAR 12.603(c)(2) Streamlined solicitation for commercial items.
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision for services necessary to perform maintenance services as defined in the Statement of Work (SOW). The Contractor shall be responsible for maintaining operational capability for all tractors located at the Beeville, Texas FSA. This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration must be “ACTIVE” at the time of award.

*CLINs 0001, 0002, and 0003 (total combined average of 9 maintenance items price provided) will be added together for assessment of the lowest price. This will be repeated for each of the option periods, see the Price Schedule Table for completion.
Ex. CLIN 0001 Hourly Rate Provided is $50.00, CLIN 0002 Hourly Rate Provided is $100.00, and CLIN 0003 Averaged Price of Maintenance Parts is $20.00, The total price evaluated in this example is $170.00 for the base period.
