About this opportunity
The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA), specifically the Office of Space Commerce (OSC), is seeking white papers for a Broad Agency Announcement (BAA) focused on Space Situational Awareness (SSA) and Space Traffic Coordination (STC) research and technology development. The solicitation invites proposals for basic research, applied research, advanced technology development, and demonstration and validation across technology readiness levels. Proposals will be evaluated primarily on technical merit, with secondary consideration given to past performance and pricing, and the government anticipates awarding multiple contracts through a full and open competition process. The key deadlines include a virtual Community Day on April 3, 2025, and white paper submissions due by May 30, 2025 at 12:00 PM Eastern Time. Eligible applicants must be United States businesses, academic institutions, or government entities with capabilities in developing innovative SSA technologies.
The solicitation has no specific set-aside designations and is open to all qualifying U.S. entities, with encouragement for participation from small businesses, historically black colleges, and minority institutions. The total estimated funding for this BAA is approximately $9.9 million, with individual contract awards ranging from under $100,000 to several million dollars per year. Contract performance periods will span from a few months up to 24 months, with the place of performance being within the United States. The Office of Space Commerce seeks innovations in areas including data fusion, conjunction assessment, risk assessment, and general space situational awareness technologies. While follow-on funding is not guaranteed, the government may award zero, one, or multiple contracts based on the technical excellence and alignment of proposed research with OSC's objectives.

Amendment 0002: NOAA is issuing Amendment 0002 to BAA-NOAA-SSA-STC-2025. Changes to the BAA are marked in red text or strikethrough for deletion. NOAA is issuing Parti II responses to questions submitted after Community Day on April 3, 2025.
Amendment 0001: NOAA is issuing Amendment 0001 to BAA-NOAA-SSA-STC-2025. Changes to the BAA are marked in red text or strikethrough for deletion. NOAA is issuing responses to questions submitted before Community Day and questions submitted during Community Day on April 3, 2025. All questions received after Community Day (April 3, 2025) will be responded to no later than April 30, 2025.
This is a Broad Agency Announcement (BAA) posted in accordance with the Federal Acquisition Regulation (FAR) subpart 35.016.
The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Space Commerce (OSC) is requesting White Papers that could lead to Proposals and funded research to enhance and advance technologies in Space Situational Awareness (SSA) and Space Traffic Coordination (STC).
To be eligible for consideration and possible contract award, the technology or methodology shall be either basic research, applied research, advanced technology development not for a specific system/hardware, or demonstration and validation.
BAAs may be used by agencies to fulfill their requirements for scientific study and experimentation directed toward advancing the state-of-the-art or increasing knowledge or understanding rather than focusing on a specific system or hardware solution.
“Basic Research” is defined as research directed toward increasing knowledge in science with the primary aim being a fuller knowledge or understanding of the subject under study, rather than any practical application of that knowledge.
“Applied Research” is the effort that normally follows basic research but may not be severable from the related basic research; attempts to determine and exploit the potential of scientific discoveries or improvements in technology, materials, processes, methods, devices, or techniques; and attempts to advance the state-of-the-art.
White Papers that lead to Proposals that are selected for award are the result of full and open competition and in full compliance with the provisions of PL 98-369, the Competition in Contracting Act of 1984.
