About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure two relay assemblies (NSN 7H-5945-016602970) with a technical design that is currently deemed unstable. The solicitation indicates significant engineering and manufacturing challenges, with major configuration changes anticipated due to low process yield and marginal performance during testing. The government intends to solicit and negotiate with a single source under FAR 6.302-1, though all responsible sources may identify their interest and capability to respond. Interested parties must include their CAGE Code on solicitation requests and have 15 days from the notice date (April 29, 2025) to communicate their capability to satisfy the requirement. The due date for responses is April 30, 2025, with specific documentation and technical specifications available through the DoD Single Stock Point and ASSIST-Online resources.

The contract opportunity is set aside for total small business participation within the Relay and Industrial Control Manufacturing (NAICS 335314) category. The delivery location is specified as W25G1U, W1A8 DLA Distribution in New Cumberland, PA 17070-5002. While no specific award value is mentioned, the procurement is for two units of the relay assembly with potentially limited acquisition/repair from the current source pending configuration changes. The government has explicitly stated that this notice is not a competitive proposal request, and any determination to proceed will be solely at the government's discretion. Potential vendors can obtain additional technical documentation through the DODSSP ASSIST Help Desk or by following online registration procedures, with most documents available in Adobe PDF format through the specified web portal.
