About this opportunity
The Naval Air Warfare Center-Aircraft Division (NAWCAD) at Patuxent River, MD is seeking a sole source contract with the University of Iowa to provide demonstration flight hours for the U.S. Naval Test Pilot School. The contract requires seventeen (17) demonstration flight hours in the MI-2 aircraft to support USNTPS and HX-21 student and instructor personnel as part of a Qualitative Evaluation Program. This acquisition is being pursued under Title 10, U.S.C. Section 2304(c)(1), which allows for a non-competitive procurement when only one responsible source can meet agency requirements. The government will evaluate proposals on a Lowest Priced, Technically Acceptable (LPTA) basis, with technically acceptability determined by the content and merit of submitted information. Quotes are due by 11:00 AM EST on May 1, 2025, to be submitted to Christa Spalding and Joe Merritt via email, with offerors required to provide specific documentation including CAGE Code, UEI number, and pricing information.
The solicitation is an unrestricted acquisition under NAICS code 611512 for Flight Training, with no specific set-aside designation. The place of performance will be Iowa City, IA, and the period of performance spans from May 25, 2025, through September 30, 2025. The contract includes additional requirements beyond flight hours, specifically 20 hours of ferry flights, pilot days for two pilots (14 and 7 days respectively), and 14 days of maintainer support. Invoicing will be processed through Wide Area Workflow with NET 30 payment terms, and the procurement will be a firm-fixed price contract. Total contract requirements include not just flight hours but also travel costs and supporting personnel, with the government emphasizing that offerors should provide their best initial terms from both technical and pricing perspectives.
