About this opportunity

Army Contracting Command Aberdeen Proving Ground is conducting market research on technologies to render toxic industrial chemicals safer through neutralization and toxicity reduction, with responses due June 16, 2026. This is a Request for Information (RFI W911SR-26-X-0002) issued by DEVCOM CBC; no contract will be awarded and respondents will not be reimbursed for response costs.

DEVCOM CBC seeks information on portable, transportable, and bulk-volume solutions addressing 17 specified chemicals including chlorine, bromine, hydrogen sulfide, and phosgene. Technical capability must address system size (threshold: mass less than target chemical; preferred maximum 500 kg; objective 36 kg or less; bulk ceiling 3,000 kg), reactant ratio (threshold 2:1 if reactants required; objective less than 1:1), and scalability across subscale, laboratory, field-testing, and bulk-container scales. Solutions must achieve 50 percent overall hazard reduction through any combination of toxicity reduction, disseminability reduction, or volatility reduction. Toxicity reduction requires 50 percent minimum reduction or achievement below OSHA Permissible Exposure Limit within 7 days (threshold) or 2 hours (objective). Disseminability reduction requires transformation to non-aerosolizable liquid or gel (threshold) or solid (objective).

Submissions must not exceed 15 pages in Arial 12-point font and must be submitted in Microsoft Word, PowerPoint, or PDF format. Proprietary information must be clearly marked and separated. Responses are due by June 16, 2026 at 10:00 AM Eastern. Respondents must provide company information, NAICS representation, and business size documentation. Direct submissions to Elizabeth Nordell (elizabeth.m.nordell.civ@army.mil) or Sarah Richardson (sarah.h.richardson3.civ@army.mil).
