About this opportunity
The Department of the Navy Naval Supply Systems Command is soliciting quotes for high-molecular weight polyethylene (HMPE) towing and mooring lines for two Navy vessels: USNS Muscogee Creek Nation (T-ATS 10) and USNS Lenni Lenape (T-ATS 9). The procurement includes six line items consisting of towing lines in two different lengths (762 meters and 366 meters for each vessel) and mooring lines (180 meters), all requiring specific strength and construction specifications including eye splices and chafe guards. Evaluation will be conducted using simplified acquisition procedures with best value as the determining factor, with price being the primary evaluation criterion, followed by past performance on related contracts and supplier performance risk as described in DFARS 252.204-7024. Past performance will be assessed based on successful performance of contract requirements, quality and timeliness of delivery, cost management, communications between contracting parties, and customer satisfaction. Quotes must be emailed to tyler.l.curfman.civ@us.navy.mil by 4:00 pm EST on December 12, 2025, with a recent amendment issued on December 3, 2025, clarifying that mooring line material is an HMPE-Polyester blend.
This acquisition is designated as a total small business set-aside, restricting competition to entities meeting small business criteria. The contract is structured on a firm fixed-price basis with delivery required within 90 calendar days from the date of award, with lines to be shipped FOB destination to Gulf Ship, L.L.C. in Gulfport, Mississippi and Bollinger Mississippi Shipbuilding in Moss Point, Mississippi. All quotes must include shipping costs to the specified destinations. No incumbent contractors or award value ranges are identified in the solicitation notice. The place of performance is identified as Mechanicsburg, PA, though the physical delivery locations are in Mississippi, reflecting the Navy's requirement to support vessel maintenance and operations at those shipyards.
