About this opportunity
The Drug Enforcement Administration (DEA) has published a Special Notice of Intent to Award (Solicitation Number D-26-ST-0159) for tower infrastructure subject matter expert (SME) solutions and related engineering services. The DEA intends to award a purchase order on a sole source basis to Installation Services, LLC, located in Sycamore, Illinois, to provide these specialized services. This notice is published for informational purposes under FAR Part 5.207(c)(16)(ii) and represents a noncompetitive procurement conducted through simplified acquisition procedures under FAR Part 13. The notice was posted on April 30, 2026, and is not a request for competitive quotations. The NAICS code for this acquisition is 237130, and the requirement is not set aside for small businesses.
The DEA requires tower infrastructure SME solutions to support the agency's antenna site installations and maintenance operations across the United States, Puerto Rico, and outlying areas, which are essential for law enforcement communications and operational control. Interested vendors who believe they can provide these services are invited to submit a written capability statement describing their ability to deliver tower infrastructure SME solutions to Jose Marin at jose.l.marin@dea.gov by the May 6, 2026 deadline at 10:00 AM EST. There are no specific eligibility restrictions stated beyond standard FAR provisions and DEA-specific compliance requirements, though the acquisition is limited to the stated sole source contractor absent government determination otherwise. Award will be made on a lowest price/technically acceptable basis on an all-or-none basis, and the government reserves the right to reject all submissions and use information provided for any legally appropriate purpose. The noncompetitive approach is justified through a Class Justification based on the determination that required services are available from only one responsible source and that competitive procedures would be technologically impracticable and cost prohibitive.
