About this opportunity

U.S. Customs and Border Protection (CBP) intends to issue a Request for Quotation (RFQ) under the NASA Solutions for Enterprise-Wide Procurement (SEWP) Government-Wide Acquisition Contract (GWAC) for a Tower Infrastructure Modernization (TIM) hardware and software procurement. The solicitation targets the Tucson Sector's Command-and-Control Centers, specifically seeking hardware, software, and integration services for three Arizona locations: Ajo, San Miguel, and Casa Grande. The contractor must provide equipment compatible with or superior to the existing infrastructure, which includes IBM Power servers, x86 servers, IBM Aspera High-Speed Transfer Servers, and various software platforms like Maximo Visual Inspection and Equitus Video Sentinel. The RFQ is expected to be released on or around March 10, 2025, with vendors from SEWP GWAC Groups B, C, and D (NAICS 541519) eligible to compete. While specific evaluation criteria are not detailed in the pre-solicitation notice, the contract will require comprehensive integration services, including delivery, installation, configuration, and operational support.

The opportunity is designated as a Total Small Business set-aside, indicating that only small businesses can compete for this contract. The project encompasses a one-year period of performance, with hardware delivery required within 90 days of award and sequential site implementations of 90 days per location. The solution must support full integration of 50 towers with up to 100 cameras across six sites in the Tucson Sector. Although specific budget or award value is not disclosed, the complexity of the infrastructure modernization suggests a significant procurement. The technical requirements include integrating with existing TIM infrastructure in Douglas, Nogales, and Sonoita, configuring server software for video transport to CBP's Modular Google Environment (MAGE) Cloud, and providing managed services for maintenance and patching. Contractors will need to demonstrate expertise in enterprise IT infrastructure, video surveillance systems, and complex integration services.
