About this opportunity
The Army Test and Evaluation Command (ATEC) Meteorology Branch at White Sands Missile Range is seeking qualified contractors to provide tower climbing services for the maintenance, repair, and replacement of meteorological equipment on test range telecommunications towers. This Sources Sought Notice, issued by the Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood on December 19, 2025, is designed to assess market capabilities and gather information for potential future procurement actions rather than solicit immediate bids or proposals. Key contract requirements include safely accessing 500-foot towers to perform maintenance and repairs on wind birds (critical meteorological sensors), removing obsolete equipment, installing new sensors, and ensuring strict adherence to safety and operational standards. The government has not specified formal evaluation criteria in this preliminary notice, as this is an information-gathering phase preceding any actual solicitation. Interested contractors are encouraged to submit qualifications and capabilities documentation by January 19, 2026, though this notice does not constitute a formal request for quotes, bids, or proposals, and the government is not accepting unsolicited proposals at this time.
This procurement carries no set-aside designation and does not identify any incumbent contractors. The anticipated contract value is not to exceed $55,000 across a potential five-year period of performance, with work to be completed on an as-needed basis. The scope involves annual wind bird replacements on eight sensor levels ranging from 25 to 500 feet in height, requiring contractors to maintain precise wiring configurations and perform on-site functionality checks. Contractors must demonstrate expertise in tower climbing and telecommunications equipment maintenance while maintaining comprehensive safety protocols specific to White Sands Missile Range operations, including awareness of environmental hazards and site access procedures. The government particularly encourages small businesses in all socioeconomic categories—including 8(a) participants, Service-Disabled Veteran-Owned concerns, Women-Owned Small Businesses, and other disadvantaged classifications—to identify their capabilities at fair market pricing.
