The Government owns eight barges that will be used for transporting fish during the course of this contract. Two of the barges (barge numbers 2127 and 2817) have a fish carrying capacity of 23,000 pounds and are double bottom three-compartment steel barges, approximately 130 feet long, 30 feet wide, with three diesel-driven pumps and attendant equipment. They weigh approximately 165 tons empty. Two barges (barge numbers 4382 and 4394) have a fish carrying capacity of 50,000 pounds and are four-compartment steel barges, approximately 150 feet long, 35 feet wide, with three diesel-driven pumps, and weigh approximately 250 tons empty. The other four barges (barge numbers 8105, 8106, 8107, and 8108) each have a fish carrying capacity of 75,000 pounds and are six-compartment steel barges, approximately 196 feet long, 40 feet wide, with four diesel-driven pumps, and weigh approximately 450 tons empty. All of the barges draft approximately 2 feet when empty and 5 feet when loaded. Pushing knees have been installed on the bow and sterns of all barges to facilitate hooking barges together.

The only Berth and Draft Restrictions are those that apply to commercial navigation on the Columbia and Snake rivers between the tailrace of Lower Granite Dam on the Snake River to the Columbia River between Bonneville Dam and Portland, OR.

We don't think there are skegs on the barges since they are not on the engineering drawings. Project staff at Granite also did not think the barges have skegs.


The wire rope on the winches/bridles and the mooring ropes/poly are supplied by the Government. FYI the barges are pushed not towed as that is a safety issue.

Added: Oct 11, 2017 4:54 pm This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract.

The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a service requirement entitled: "Juvenile Fish Barge Transport Program" for award of a base contract plus one option year. This is scheduled to be issued as a Firm Fixed Price Service Contract with economic price adjustment for marine fuel used in Government-owned barges.

The purpose of this sources sought is to determine interest and capability of potential qualified Small Business, 8(a) small businesses, Historically Underutilized Business Zone (HUBZONE) small businesses and Service Disabled Veteran Owned Small Businesses (SDVOSBs) relative to the North American Industry Classification code (NAICS) 483211. The Small Business size standard for this NAICS code is 750 employees. To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement may depend on the responses to this sources sought synopsis.

SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS

(1) Your intent to submit a proposal for this project when it is formally advertised
(2) Name of firm with address, phone and point of contact
(3) CAGE Code, DUNS number or a copy of your System for Award Management (SAM) information
(4) The category of small business, such as 8(a), HUBZONE, or SDVOSB
(5) Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. This should include documentation of past specialized experience and technical competence in similar work, up to three (3) past projects for which your firm was the prime contractor. The SOC should be no more than three pages in length.

Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis.

Place of Performance:

Work will be performed in the area between Lower Granite Reservoir (near Lewiston, ID) and on the Columbia River (near Portland, OR).

Description of the Requirement:

Provide four towboats, each staffed with crews for 24-hour per day operation, to transport Government-owned fish barges from Lower Granite Juvenile Fish Facility to fish release areas below Bonneville Dam. Stops will be made at Little Goose and Lower Monumental dams to load additional fish or to pick up an additional fish barge for transport to the release site. The initiation of barging operations is based on runoff projections. During years when runoff is forecasted to be near or above normal or average runoff, barging of fish could begin as late as May 1. During low flow or drought years, barging of fish may begin as early as 21 April. Transporting of fish by barge from Snake River dams will therefore begin sometime between April 21 and May 1, as directed by the Contracting Officer or Contracting Officer's Representative, and should last until approximately mid-August. The Contractor will routinely transport a loaded fish barge from Lower Granite Dam, stop and pick up a loaded fish barge at Little Goose Dam, and then continue on the trip downstream to the release site.

During the 2018 transport season and possibly the 2019 transport season, fish transportation during the month of May may take place once per day for up to 31 barge trips. From June through mid-August fish transportation would take place every other day for up to 40 barge trips. In addition, during the 2018 transport season and possibly the 2019 transport season, up to 4 barge trips may take place once per week during the month of April in support of fish research.
