About this opportunity

NASA's Goddard Space Flight Center awarded a sole-source contract to The Regents of the University of Colorado (Laboratory for Atmosphere and Space Physics) for Total and Spectral Solar Irradiance Sensor-2 (TSIS-2) mission operations and data processing on September 29, 2026, with a contract value of $25,267,471.

The period of performance spans three years from launch plus 60 days through decommissioning, structured as a 5-year Cost-No-Fee agreement consisting of a 1-year base period plus four 1-year options. The contractor shall develop and validate TSIS-2 command procedures and scripts, monitor sensor operations and telemetry, analyze sensor performance and health, maintain calibration facilities, investigate on-orbit anomalies, and process daily science data products. Deliverables include producing total solar irradiance values four times daily and spectral solar irradiance values twice daily as Level 3 products with no more than 14-day latency to the Goddard Earth Sciences Data and Information Services Center. The award was made under 10 U.S.C. 2304(c)(1) on the basis that LASP is the only responsible source capable of meeting requirements, given its current operation of the TSIS-1 instrument and prior development and operation of TIM and SIM instruments on the SORCE mission. The contracting activity is located in Greenbelt, Maryland. A SAM.gov synopsis published April 3, 2024, received no competing proposals by the April 17, 2024 deadline.
