Soldier Protection System Torso Extremity Protection-Ballistic Combat Shirt (SPS TEP BCS) - for Program Executive Office Soldier (PEO Soldier) - Product Manager Soldier Protective Equipment (PM SPE)
Proposed Solicitation Number: W91CRB-15-R-0027
Estimated Solicitation Issue Date: On or about 21 MAY 2015 with all documents, attachments and amendments posted at the FedBizOpps website located at the following address: https://www.fbo.gov. No hard copies of the RFP will be issued. All respondents shall be responsible for obtaining the documentation from the website listed above.
The Army Contracting Command - Aberdeen Proving Ground is issuing this pre-solicitation notice to announce the intent to issue a solicitation for the SPS TEP BCS.
The Government intends to procure this requirement on a restricted procurement partial set-aside with 33% awarded to Small Business using the procedures at Federal Acquisition Regulation (FAR) part 15. The North American Industry Classification System (NAICS) Code for this requirement is 315990 Apparel Accessories and Other Apparel Manufacturing with a size standard of 500 employees.
The PEO Soldier PM SPE proposed acquisition will provide BCS as part of the overall SPS TEP system. The BCS is intended to function as an armored Army Combat Shirt (ACS). The non-ballistic materials used in the torso and sleeves are equal to the ACS in weight and functional characteristics, including flame resistance and moisture wicking. The deltoid and upper thoracic portions of the BCS contain soft armor that provides protection from fragmenting munitions as well as handgun threats. The deltoid portion of the BCS utilizes three (3) separate ballistic inserts that are layered to form an articulating shoulder that does not impede the normal upward motion of the arm at the shoulder joint.
To meet this immediate requirement, the Government intends to award up to three (3) firm fixed price, Indefinite Delivery, Indefinite Quantity (IDIQ) contracts via a competitive acquisition on a Lowest Price Technically Acceptable (LPTA) basis with one (1) award being set-aside for small business. Delivery orders will be competed in accordance with the fair opportunity procedures at Federal Acquisition Regulations (FAR) 16.505. The contract minimum includes First Article Testing (FAT) and Environmental quantities to be delivered forty-five (45) days after award and Live Fire Testing/Initial Operational Testing (LFT/IOT) quantities to be delivered thirty (30) days after FAT Approval or no later than January 13, 2016. The contract maximum will be for a combined total of up to seventy-two thousand four hundred and fourteen (72,414) systems across all resulting awards.
Draft copies of the Statement of Work, Product Description and Patterns for this requirement may be requested by e-mail to the POC for this action. Phone requests for these documents will not be honored.
