About this opportunity

The United States Space Force Space Systems Command (SSC) published this Special Notice on November 25, 2025, regarding a proposed contract modification for Tools, Applications, and Processing (TAP) Laboratory and Overhead Persistent Infrared (OPIR) Battlespace Awareness Center (OBAC) Support Services (TLOSS) transition-out services. The modification addresses an existing contract (FA8810-20-C-0002) that currently lacks essential continuity of services provisions. The notice announces the government's intent to issue a solicitation not before December 10, 2025, for transition-out support services that will facilitate a smooth handoff to the successor contractor under a follow-on competitive award. This action falls under NAICS code 541715 for Research and Development in Physical, Engineering, and Life Sciences and is classified as professional, scientific, and technical services.

The primary objective of this contract modification is to establish a structured transition-out phase that ensures uninterrupted delivery of critical support functions, including Development Security Operations, Cybersecurity, Physical Security, and Infrastructure Enhancements. The current contractor, Parsons Technical Services Inc., will provide transition services under a Cost Plus Incentive Fee (CPIF) contract type with an estimated 90-day transition period, operating under FAR Clause 52.237-3. Interested contractors must submit proposals by December 25, 2025, and should direct program-related inquiries to Contracting Officer Captain Phillip Nguyen at phillip.nguyen.2@spaceforce.mil. There are no specific set-asides or restrictions noted, though the government anticipates the proposal cost will fall below the threshold requiring certified cost or pricing data. This opportunity is limited to contractors capable of supporting vital government security operations and infrastructure functions during the transition period.
