About this opportunity
The Department of Energy's Western Area Power Administration (WAPA) is seeking contractors to assist with the upgrade, update, conversion, and migration of its Maximo Computerized Maintenance Management System from the current on-premises version 7.6.1.3 to the latest stable release of IBM Maximo Application Suite (MAS) in a cloud environment. The work includes converting the Maximo system from an Oracle database to an IBM DB2 database, as well as providing cloud computing infrastructure, hosting, MAS licenses, managed services, and ongoing client support. All activities must be completed by October 2026, and WAPA is looking for a lift-and-shift migration approach to ensure a seamless transition with minimal downtime and validated data integrity.
WAPA is not using any set-aside designations for this opportunity. The agency is interested in receiving capabilities statements from vendors who may be able to perform the work under an existing contract vehicle, such as a GSA contract. Responses are limited to two pages, and the points of contact are Justin Borsheim and Seth Johnson. This is a replacement for the previous opportunity 89503025NWA000044, and there are no details provided about potential award values or budget ranges.

Amendment 1 - include attachment.
Western Area Power Administration (WAPA) utilizes on-premises Maximo version 7.6.1.3 for its Computerized Maintenance Management System. Maximo has been in use at WAPA since approximately 1997 and has been continually upgraded and updated to meet business needs.
WAPA seeks contractors to assist with the following activities:
• Upgrade Maximo 7.6.1.3 from current on-premises infrastructure, outlined below, to the latest stable release of IBM Maximo Application Suite (MAS) in a cloud environment.
• Convert on-premises Maximo from Oracle database to IBM DB2
• Provide cloud computing infrastructure, hosting, MAS licenses, managed services and ongoing client support to assist with day-to-day MAS operation and maintenance.
• All database migration and upgrade activities must be completed no later than October 2026. This will be a lift-and-shift migration which includes procurement, planning, execution, testing and documentation of both the application and database migration to ensure seamless transition with minimal downtime and validation of data integrity.
WAPA is looking for the following information:
1) Vendors interested in the Maximo upgrade and update.
2) If interested, please provide a brief capabilities statement.
3) If interested, are you able to perform the work under a currently existing contract vehicle (example, GSA) and what is the contract vehicle number?
Responses should be limited to two pages.
