About this opportunity

The U.S. Fish and Wildlife Service's Joint Administrative Operations has issued a Notice of Intent to Award a sole source contract to Nicholas Dugger of Nashville, Tennessee for audio-visual system and production services. This is not a competitive solicitation but rather a notification of the agency's intent to award a firm fixed price contract under FAR Part 13.106-1(b) for an amount not exceeding $250,000. The contract falls under NAICS code 512199 (Other Motion Picture and Video Industries) and is justified as sole source because the required system is proprietary to TNDV Television, making them the only entity capable of performing the work. The notice was posted on July 30, 2025, with responses due by August 13, 2025. The Fish and Wildlife Service maintains that TNDV Television is uniquely qualified due to their longstanding partnership and deep understanding of the judging process requirements.

The contract's purpose is to provide comprehensive audio-visual services for the Federal Duck Stamp Contest scheduled for September 18-19, 2025, at the Patuxent National Wildlife Refuge. The contractor must enable simultaneous viewing of contest entries by the public in an auditorium, judges in voting carrels on stage, and a virtual audience through live-streaming capabilities. While this is not a competitive solicitation, interested parties who believe they can meet the requirements may submit capability statements via email to jeremy_tyler@fws.gov by the August 13 deadline. These statements must contain clear and convincing evidence that competition would benefit the government, and all preparation costs are the responsibility of the respondent. The agency emphasizes the time-sensitive nature of the event and the critical need for reliable, trouble-free audio-visual operations. The proprietary computer scoring system was developed through the partnership between TNDV Television and USFWS and requires specialized knowledge for operation and maintenance.

Notice text

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. JAO intends to award a firm fixed price sole source contract under the authority of (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000 to:

Nicholas Dugger
515 Brick Church Park DR
Nashville, TN 37207-3219

The North American Industry Classification System (NAICS) code for this requirement is 512199, Other Motion Picture and Video Industries.
The object of this sole source award to Nicholas Dugger is the only source because the system is proprietary to TNDV Television. As a result, TNDV Television is the only entity capable of completing the work.

The need of this requirement is to provide an audio-visual system and production for the Federal Duck Stamp Contest to be held at the Patuxent National Wildlife Refuge on September 18 and 19, 2025. The U.S. Fish and Wildlife Service's Migratory Bird Program seeks a qualified contractor to provide simultaneous viewing of the contest entries for the Federal Duck Stamp by the public in an auditorium setting, the judges who are located in voting carrels on stage, and by live-streaming to a virtual audience.

The computer scoring system was initially developed in partnership between TNDV Television and the USFWS and has been updated as needed. The system is proprietary to TNDV Television. Assessment and modernization by the same individuals is essential to operate the program and will ensure decreased time needs for learning and troubleshooting needs. TNDV Television has worked with USFWS to provide a high quality product for many years and has the full understanding of the judging process and the needs of the USFWS. As the Duck Stamp judging is a time-sensitive, fast-paced, and well attended/viewed annual production, the desire for trouble free, dependable audio visual operations is a high priority by the USFWS Duck Stamp Office personnel.

This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.

Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following address: jeremy_tyler@fws.gov.
