3. Description of Services or Supplies:


Training Management and Scheduling System (TMSS) software, software training, and software maintenance.
The software maintenance agreement under consideration provides end users technical support by phone and
email. The software maintenance agreement also provides software version upgrades and updates when
available.


The total estimated value of the proposed action is $ 155,000.00


1. System Deployment - Building an install to support Fort Gordon, building an initial database load with the required data for the system to operate at Fort Gordon, guiding your IT personnel on the deployment of the installation, verifying the installation was performed properly. Installation will be performed by Fort Gordon personnel on a server configured and maintained by Fort Gordon. The TMSS software itself will be provided via download from a website along with installation instructions.


The required supporting software products are as follows:


• Wildfly 8.2.1
• Oracle database 12c
• Java 8
• Windows Server - 2012 or newer


Fort Gordon will be responsible for any required procurement, installation, maintenance, and licensing for these products and for the TMSS server itself and any supporting hardware, and will also be responsible for any government required certification or review of the system.


Data migration services are not to be provided. The TMSS application itself provides capability to enter and maintain required information manually, including resource information, equipment, classrooms, etc. Setup of this information through the use of the application is considered part of the normal usage of the product and is to be left to Fort Gordon.


2. Support - Help Desk Support will be provided to assist with issues encountered while using the application. This includes addressing or assisting with any TMSS specific questions, diagnosing any issues encountered with the software, the opening/maintenance of trouble tickets, and the issuance of patch updates to the software if necessary to correct issues identified as deficiencies (i.e. bugs) with the current functionality. This support is to be provided electronically by email or by phone during the hours of 0800- 1700 Eastern Standard Time, Monday through Friday.


3. Remote Training - Two training sessions are to be provided for Fort Gordon personnel and will be conducted remotely via a mutually agreed to web conferencing software solution.

4. Authority: 10 USC 2304, 41 U.S.C. 1901, FAR 13.5 (a)(2)-- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.


5. Reasons for Authority Cited:


a. A Statement of Non-Availability was submitted through Chess. The manufacturer, Alion Science and Technology, is the only manufacturer for Training Management Scheduling Software (TMSS). The TMSS provides a robust web based scheduling program that can fully manage and optimize the usage of the CyberCoE resources, to include classrooms and facilities. The TMSS modules include, My schedule, workflow, manage training and action items, students, faculty, groups and roles, scheduling, reports, instructor evaluations, class planning, change tracking and resources. These modules will greatly enhance the productivity and allow the CyberCoE to more efficiently manage resources. Currently the software is utilized at Ft. Huachuca and Ft. Sill and it has been met with great success.


b. Due to the proprietary nature of the software there is no duplication. This proprietary software has the capabilities to meet the needs and requirements of the CyberCoE. The CyberCoE currently has an antiquated scheduling program that is not web-based or robust enough to handle the additional increase of the Cyber School migration. TMS is a proprietary scheduling program that can fully manage and optimize the usage of the CyberCoE resources, classrooms and instructors. It will assist the training departments to more efficiently manage and allocate classrooms and instructors to their fullest capacity and capability. TMSS has been implemented at Fort Huachuca and Fort Sill to manage and optimize the usage of training resources (facilities, instructors, students). In addition it will facilitate efficiency by capturing utilization statistics.


c This is not an extension or follow on. There are no other manufacturers of TMSS software.


d. This is not an urgent critical requirement. However it will greatly optimize the usage of the CyberCoE resources and, therefore, create a good steward of the Government's resources. The current antiquated scheduling program is not robust enough to meet full operational capabilities.


6. Actions to Increase Competition: A request for quote was submitted through CHESS with no results. Approved SONA (#216724900). No other sources have expressed interest, but all offers received shall be considered and every effort will be made to compete the action. In addition, research was conducted on line and with several University's and no Training Management databases were found to match the CyberCoE' s needs and requirements. Every effort will be made to compete to the maximum extent possible.


7. Market Research:
Market research was conducted via Chess and with Fort Sill and Fort Huachuca personnel. Information sharing was conducted and analyzed via written email, telephonic and sharing of documents. Both Fort Sill and Fort Huachuca have provided evidence of positive operating conditions using TMSS.


8. Technical / Requirements Certification: I certify that the supporting data under my cognizance which is included in this abbreviated J&A is accurate and complete to the best of my knowledge and belief.
 


9. Fair and Reasonable Price Determination: As contracting officer, I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. Price reasonableness will be determined based on market research, negotiation and comparison with the Government estimate.


10. Contracting Officer's Approval: I hereby certify that this justification is accurate and complete to the best of my knowledge and belief. Based on the foregoing, I approve this sole source justification subject to availability of funds, and provided that the services and supplies herein described have otherwise been authorized for acquisition.

for planning purposes only and will assist the Government in planning its
acquisition strategy. This is strictly market research and the Government will

Software for the beta test, training, help desk functions, and maintenance of the TMSS software required by the CCoE. Training Management Scheduling System is an automated ability to effectively schedule and manage training and education throughout the Cyber Center of
Excellence (CCoE) community. It will also support other institutions whom are
stakeholders in CCoE affairs. This ability allows CCoE to efficiently manage facilities
and resources throughout the training process and effectively adjust during execution.



Potential offers having the ability to provide the requirement described are invited
to provide a statement via e-mail. The statements shall not exceed five (5)
pages and must include the following: 1) Company name and Point of Contact
information (address, telephone, e-mail, web-site, etc.); 2) DUNS number and
CAGE code; 3) 8(a) vendors to include socio-economic sub-categories (HUBZone,
SDVOSB, etc.); and 4) Ability to provide the requirement. Responses are due no
