About this opportunity

The Department of Homeland Security's Immigration and Customs Enforcement (ICE), through its Office of Acquisition Management on behalf of Homeland Security Investigations, has published a Special Notice regarding the extension of Title III Translation and Transcription Services. The notice announces the government's intent to exercise an option under FAR 52.217-8 to extend Contract 70CMSD24FR0000106 with The KACE Company, LLC for up to six months. This extension covers translation, transcription, and interpretation services specifically supporting ICE's Title III Wire Tap Program operations. The anticipated performance period runs from September 3, 2025, through March 2, 2026. The notice emphasizes this is purely informational and not a solicitation for new proposals or quotes.

The primary purpose of this extension is to prevent service interruption while ICE finalizes evaluations for a recompete contract and transitions to a new vendor. The government justifies the sole-source extension based on The KACE Company's unique position as the only vendor capable of providing continuous support for ongoing Title III wire cases without creating an unacceptable service gap. Their linguists have developed specialized understanding of specific criminal enterprises that cannot be easily replicated by other vendors. The recompete contract is currently in Phase II evaluations and is expected to be awarded by September 30, 2025, with full transition completed by January 2026. No contractor participation is available through this notice, as it serves solely as notification of the government's intent to exercise an existing contract option. Market research conducted from October 2023 to July 2024 confirmed that while numerous vendors perform similar translation services, none can transition into this specialized work without disrupting critical ongoing operations.
