About this opportunity

This Special Notice, published by the Department of the Air Force on November 24, 2025, announces a sole source procurement action for Title III Services at Whiteman Air Force Base. The notice is not a request for competitive proposals or quotes but rather a notification of intent to award a contract to CDM Smith, the designer of record for the project. The procurement is being conducted under Federal Acquisition Regulations (FAR) 15 and 6.302-1, which permits sole source awards under specific circumstances. The contract will be structured as a firm fixed price agreement with the architectural services firm located in Falls Church, Virginia. Interested parties with concerns regarding this notice are directed to contact Lacey Bayless at Lacey.Bayless@us.af.mil. The NAICS code for this procurement is 541330, Architectural Services.

The primary objective of this procurement is to secure Title III Services to support the already completed design phase of a construction project, including submittal reviews, responses to Requests for Information (RFIs), office services, and potential site visits. The due date for any responses or concerns is December 8, 2025, though the Government explicitly states this notice does not obligate it to award any contract and is not responsible for costs incurred by respondents. Key personnel assigned to the task order must remain consistent throughout performance unless the contracting officer provides written approval for changes. Submittal reviews must be completed within ten days of receipt and must validate agreement with design drawings and specifications. While this notice is designated as not requesting competitive quotes, the Government reserves the right to conduct a competitive procurement based on information received, and participation does not guarantee contract award to any respondent.
