About this opportunity

The Naval Air Systems Command (NAVAIR), specifically the V-22 Joint Program Office (PMA-275) located in Patuxent River, Maryland, is procuring Nacelle Improvements Kits and Pylon Support Assemblies for the retrofit of MV-22 and CMV-22 aircraft. This procurement will be conducted under an existing Basic Ordering Agreement (BOA N00019-22-G-0002) and will be awarded as a firm fixed price delivery order on a sole source basis. The Bell Boeing Joint Project Office is the intended recipient due to being the sole designer, developer, and manufacturer of the V-22 Aircraft, possessing the exclusive requisite knowledge, experience, technical data, and qualified expertise necessary to meet agency requirements within the specified schedule. While this is not a competitive procurement, interested sources may submit Statements of Capability and Qualifications electronically to demonstrate their potential to perform the work; however, any capability statements must be received within fifteen days of the notice publication date (by January 29, 2026) and will be evaluated solely to determine whether the Government should pursue competitive procurement instead. The Government reserves complete discretion in deciding whether to convert this to a competitive procurement based on responses received.

This procurement carries no set-aside designation and does not specify contract value, award amount, or detailed quantity requirements in the notice. The Bell Boeing Joint Project Office, as the current sole source contractor and developer of the V-22 platform, is the identified incumbent for this delivery order. The notice does not provide estimated quantities of the kits and assemblies or the total contract duration, leaving these material terms to be negotiated as part of the delivery order process. For subcontracting opportunities under this procurement, interested parties may contact Ms. Melissa Holland at mholland01@bellflight.com. The NAICS classification assigned to this opportunity is 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) with a PSC code of 1520 (Aircraft, Rotary Wing).
