About this opportunity

The United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) is seeking title abstract search and settlement/closing services for conservation easement acquisitions in South Carolina. The solicitation requires a contractor to provide comprehensive title-related services, including initial title searches, title commitments, post-survey updates, and final title policies for various conservation programs such as ACEP-WRE, WRP, EWPP-FPE, RCPP, and HFRP. Contractors must be licensed to conduct title insurance business in South Carolina, maintain current knowledge of state real estate laws, and demonstrate expertise in title search and settlement procedures. The government will evaluate quotes using a best value tradeoff method, with technical capability and past performance weighted more heavily than price. Interested vendors must submit quotes in two parts (technical narrative and price quote) by 12:00 Noon Eastern Time on January 20, 2025, with questions due by January 3, 2025.

The solicitation is exclusively set aside for small businesses under NAICS code 541191 (Title Abstract and Settlement Offices) with a size standard of $19.5 million. There is no identified incumbent contractor for this requirement. The period of performance spans five years, from February 1, 2025, through January 31, 2030, with pricing to be provided for each of five ordering periods. The government intends to award a single firm-fixed-price blanket purchase agreement for title abstract and closing services primarily in Abbeville, South Carolina. Contractors must provide liability insurance equal to the federal funds amount for each easement, maintain an active SAM registration, and complete all closing services within 30 calendar days of receiving federal funds. Electronic invoicing through the Treasury's Invoice Processing Platform (IPP) will be required for all transactions.
