About this opportunity

The United States Department of Agriculture's Natural Resources Conservation Service (NRCS) is soliciting title abstract search and settlement services for conservation easement acquisitions in Arkansas. The procurement seeks a contractor to provide comprehensive title-related services, including initial title searches, title commitments, post-survey updates, final title policies, and closing services for various NRCS easement programs such as ACEP-WRE, WRP, EWPP-FPE, RCPP, and HFRP. Contractors must be licensed title insurance agents in Arkansas with current knowledge of state real estate laws and capable of executing detailed documentation processes. The government will evaluate offers using a tradeoff method that gives more weight to technical capability and past performance than price, with quotes due by 12:00 Noon Eastern Time on January 21, 2025. Potential offerors must submit questions by January 3, 2025, and can contact Crystal Baird for solicitation inquiries.

The contract is exclusively set aside for small businesses under NAICS code 541191 with a size standard of $19.5 million. The procurement will result in a single-award, firm-fixed-price blanket purchase agreement with a five-year performance period from February 1, 2025, through January 31, 2030. The place of performance is Adona, Arkansas, and the contract will cover multiple 12-month ordering periods with specific deliverables including initial title commitments within 21 business days of request and closing services within 30 calendar days of receiving federal funds. While specific award value is not explicitly stated, the solicitation includes detailed pricing requirements for various line items such as preliminary title commitments, additional parcel searches, updated title commitments, final title policies, and closing services. Contractors must use the Invoice Processing Platform (IPP) for invoicing and be prepared to handle electronic document transfers and escrow services.
