About this opportunity

This Sources Sought Notice is seeking potential suppliers for tire/wheel assemblies required by the Defense Logistics Agency Land and Maritime (DLA) to support the Heavy PLS Transporter vehicle program. The agency estimates a requirement for 8,475 tire/wheel assemblies over the next five years. Sources must complete qualification testing and evaluation to demonstrate their components can meet performance and safety requirements as the specified assembly contains parts validated through vehicle testing. The March 29, 2024 deadline provides time for potential suppliers to qualify before future solicitations.

There is no set-aside designated for this procurement. As technical data is not available and qualification is necessary, only contractors able to validate their solution through agency evaluation will be eligible to compete for future orders under solicitation number SPRDL1-23-R-0175. The PSC code covers tires, tubes and tire/wheel assemblies while the NAICS covers tire manufacturing. As the current components were qualified through the original vehicle testing, the incumbent is unavailable. Approval only permits future bidding opportunities versus guaranteed awards of the estimated 8,475 assemblies required over five years.

The tire/wheel assemblies are critical to vehicle safety and maintaining high levels of vehicle availability/readiness. Components for these vehicles were originally qualified as part of vehicular testing; including Production Verification Testing (PVT). This tire/wheel assembly contains hardware which was developed with and integrated into the overall vehicle design architecture.  Utilizing components from a contractor that has not been tested specific to this vehicle application could result in loss of tire air pressure, thus negatively affecting the performance of the vehicle.  Air loss would cause poor braking and hazardous handling characteristics which may lead to loss of vehicle control and potentially vehicular damage and probable injury or death.
