Contractors must be located within 100 miles of PBA's facility in Pine Bluff, Arkansas, and possess the capability to operate certified scales for weighing loads before and after disposal, maintain on-site availability during normal business hours, and comply with all applicable state and local regulations including those from the Arkansas Department of Environmental Quality and the Resource Conservation and Recovery Act. While ACC-RI intends to issue a Request for Quote directly to the incumbent sole-source provider, Waste Management of Arkansas, Inc., all responsible sources may submit capability statements or proposals for consideration in accordance with Federal Acquisition Regulation guidelines. The pre-solicitation notice was posted on February 5, 2026, with a deadline of February 10, 2026, for interested parties to submit responses or capability statements.
This procurement is structured as a sole-source Firm-Fixed Price Blanket Purchase Agreement with no set-aside designation, covering a base year plus two additional ordering periods spanning 1,095 days total. The contract includes three ordering periods: Ordering Period 1 (Days 1-365), Ordering Period 2 (Days 366-730), and Ordering Period 3 (Days 731-1,095), with fees applied per load using the landfill's standard charging methodology. PBA will be invoiced bi-weekly for tipping fees and will remit payment via Government Purchase Card. While the specific award value and anticipated volume of waste are not detailed in the pre-solicitation notice, the contractor's compensation will be based on per-load tipping fees established by the landfill's normal billing practices. Contractors responding to this opportunity should note that they are required to provide load invoices containing weight, date, ticket number, and all applicable rates and charges to support PBA's payment processing.
