About this opportunity

The United States Air Force Pacific Air Forces (PACAF) is seeking construction material providers capable of supplying Aggregate Base Course (ABC) for a project on the island of Tinian. The agency requires contractors with a minimum production capacity of 60,000 tons per delivery and the ability to deliver within two weeks of order placement. Prospective contractors must submit a detailed statement of intent to the Contracting Officer, including their production capacity, transportation methods, local hiring plans, company identifiers (CAGE and SAM UEI), and up to three previous ABC production contracts. Evaluation criteria will focus on production capabilities, local labor engagement, and prior experience, with a preference for contractors who have performed similar work in Pacific non-contiguous U.S. locations. The pre-solicitation notice requires responses to be submitted by January 21, 2025, with the understanding that this is a research-oriented notice and does not guarantee a future solicitation or contract.

No specific set-aside designations are attached to this opportunity, and no incumbent contractors are mentioned in the notice. While no exact award value is specified, the requirement for 60,000-ton deliveries suggests a substantial procurement scale. The project's geographic specificity (Tinian island) and the detailed technical specifications outlined in the attached Unified Facilities Guide Specification (UFGS) indicate a complex infrastructure development initiative. The contract aims to maximize local economic participation by emphasizing local hiring practices and potentially supporting local material production. Contractors will need to demonstrate technical competence in producing high-quality Aggregate Base Course material, with specific requirements for aggregate composition, particle characteristics, and extensive material testing protocols as detailed in the accompanying UFGS document.
