About this opportunity

Air Education and Training Command seeks procurement of one (1) Vertical Tilt-Frame Band Saw, Hydraulic, Fully-Featured, with proposals due July 9, 2026. This is a Total Small Business set-aside (NAICS 333517, size standard 500 employees).

Place of performance is Luke Air Force Base, Arizona (14185 Falcon Street, Luke AFB, AZ 85309). Delivery is required 90 calendar days from award, FOB Government Destination, on a firm fixed-price basis. The offered equipment must be a semi-automatic, manual version meeting or exceeding all minimum salient characteristics; the Government will not accept "or equal" machines and requires exact specifications as listed.

Core salient characteristics include a miter-cutting frame tilting up to 60 degrees left and right of vertical with electronic touch-screen positioning, a saw head fixed at 3 degrees forward approach angle, an advanced blade guidance system with rotating carbide and ball bearing roller guides and self-tensioning design, and a 10-horsepower blade drive. Material handling requirements specify an 8,000-pound workload capacity, a full-stroking hydraulic main vise (9.5" high by 15" wide) with 60 faceplates and secondary vise, variable vise pressure control, powered chip conveyor, right-to-left work entry, laser alignment light, and flushing hose. The control system must include a programmable logic controller with 12-inch color touch-screen, hydraulically positioned and locked upper blade guide arm, and dual lubrication (flood coolant and selectable mist). Technical specifications include an 18 feet 2 inches by 1-1/2 inches by 0.050 inches blade, variable speed 30–650 feet per minute, feed force 0–350 pounds, and maximum blade tension 45,000 psi.

Contractor must provide installation, operator training, and one-year manufacturer's warranty covering labor and parts for defects in material or workmanship. Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology: quotes are ranked by price, with the lowest-priced quote evaluated for technical acceptability against salient characteristics. Award goes to the lowest-priced technically acceptable offeror. The Government notes funds are not presently available; no award will be made until funds are available, and quotes must remain firm through September 30, 2026.

Notice text

**Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

The Government requests quotes remain firm through September 30, 2026. If market volatility prevents this, clearly state the maximum length of time quote pricing can be held.

The Department of War (DoW) requires the procurement of one (1) Vertical Tilt-Frame Band Saw, Hydraulic, Fully-Featured.

General Description:
A heavy-duty, hydraulically powered metal cutting band saw for high-capacity, precision cutting. The system must be fully configured with all manufacturer-specified salient characteristics and optional features for maximum versatility, automation, and safety. The machine's design must feature a tilting frame to perform complex miter cuts.

To be considered for award, the offered equipment must meet or exceed the following minimum salient characteristics:

A. Core Capabilities & Frame Design

  • Miter Cutting Frame: Saw frame must be capable of tilting up to 60° left and right of vertical, with positioning controlled electronically via a touch screen.

  • Canted Saw Head: Saw head must be fixed at a 3° forward approach angle to optimize cutting efficiency on structural materials.

  • Advanced Blade Guidance System: Must feature rotating easy-load combination carbide and ball bearing roller guides with a self-tensioning design.

  • 10-Horsepower Blade Drive: For tough-to-cut applications.

B. Material Handling, Clamping & Automation

  • Work Load Capacity: Machine bed and structure must support a minimum workload of 8,000 lbs.

  • Primary Vise System: Must be equipped with a full-stroking hydraulic main vise (9.5" high x 15" wide) with 60° faceplates and a second machine vise.

  • Variable Vise Pressure Control: The hydraulic system must allow for the adjustment of clamping pressure.

  • Powered Chip Conveyor: Must be equipped with a powered conveyor system to automatically remove cutting chips.

  • Work Entry: The machine must be configured for opposite hand (right-to-left) work entry.

  • Laser Alignment Light: Must be equipped with a laser projected for quick spotting of the cut to be made.

  • Flushing Hose: Must include a hose to wash away chips from hard-to-reach places.

C. Control System & Lubrication

  • Programmable Logic Controller (PLC): Must have a programmable control with a 12" color touch-screen.

  • Automated Guide Arm: The upper blade guide arm must be hydraulically positioned and locked via controls at the operator's station.

  • Dual Lubrication System: The machine must be equipped with both a standard flood coolant system and a selectable mist lubrication system.
